Contract No. and Title: GD-02 Supply and installation of goods for establishment of Emergency Broadcast System (EBS) through TV channels and FM radio, including the deployment of a emergency broadcast system.

Deadline for Submission of Bids: 22 October 2026, 3:00pm (Ulaanbaatar time)

1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of Strengthening Integrated Early Warning System in Mongolia Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The National Emergency Management Agency (“the Purchaser”) invites sealed bids from eligible Bidders for Supply and installation of goods for establishment of Emergency Broadcast System (EBS) through TV channels and FM radio, including the deployment of a emergency broadcast system.

3. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document. The Invitation for Bids (IFB) is also published on the Asian Development Bank’s website at:

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

Nature of Business	The Bidder must be a manufacturer or supplier of IT products (e.g., servers, computers, laptops, etc.) and must have the capability to deliver and provide after-sales services for its products throughout Mongolia.
Technical Experience	The Bidder shall demonstrate that IT products offered have been in operation for a minimum of three (3) years
Contractual experience	Successful completion as the main supplier within the last five (5) years of at least 2 contracts each valued at not less than USD 985,000 with nature, and complexity similar to the scope of requirements described in Section 6 (Schedule of Requirements)”.
Size of Operation (Average Annual Turnover)	Minimum average annual turnover of USD 985,000.00 calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years.
Cash Flow Capacity:	Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is USD 265,000.00
